I ran across an article on the HuffPo called How Progressive Democrats Remain Catholic that stated this " The house rules that apply are those set by believers themselves."  Wrong answer.  Church Doctrine is not decided by the laity or by believers but by Tradition that has been handed down for over 2000 years.
